I’m far from an expert on Canadian law, but it seems there is a major problem if high risk offenders are being released too soon. In general, I would like to see sentences be given as minimums for time served — and then prior to release judges, mental health professionals, and other relevant experts review a prisoner’s specific history, and incarceration record, as well as future plans, to determine if they will be released. If a prisoner is deemed ‘high risk’ by professionals, as appears to be the case here, perhaps society should not be put at risk?
