Can someone please explain to me why people are allowed to take out huge life insurance policies on their spouses??

I’m sure everyone is this sub knows what I mean, how is it a normal thing for a person to walk into an insurance place and say ‘hey I want to take out a $4.5 million life insurance policy on my wife just in case she dies in an accident :-)’ (looking at you Harold Henthorn). Seriously wtf! Is my confusion just because I don’t live in the US? Under what circumstances is it not a red flag to take out a life insurance policy on a family member? Taking one out on yourself if you’re in the military or a dangerous job like forestry or something is one thing, but on behalf of someone else is so creepy! I don’t understand why the insurance company employees don’t immediately call the police anytime one gets taken out!
